&quot;Highest rated&quot; means something different for consulting firms than for software, because the review counts are tiny and heavily reference-managed. A firm often supplies its happiest reference clients to review it, so a boutique with eight glowing entries can outrank a Big 4 with forty mixed ones without being the safer delivery bet, just the better-curated one. On a services shortlist, the distribution and who wrote the reviews tells you more than the star average, which is built on too few and too-selected data points to lean on.
